Am I being stupid - how do I close a question

I have a complaint to make, and the person it is against has opened 4 questions for the same issue, so I am unable to send my complaint as I am unable to close the questions, and you can't sent anything if 4 questions are opened, but to the centre manager [CSA Removed], this tatic won't work, a letter will be posted to head office,
