Constant dropouts on Plusnet ADSL broadband

I am experiencing several issues with Plusnet ADSL Broadband dropping out, and Plusnet are failing to act. Two different router, both encounter the same issue. Openreach find no fault on the line and did a lift and shift at the exchange, same problems still exist.
Is it maybe Plusnet that is the fault? and not wanting to accept this?
