I have to say this doesn't surprise me at all. I moved into a brand new barn conversion about a 100 metres away from another connected property in mid april. I told Plusnet at the start of March and the landlord had told BT a year prior about this, and yet I didn't have phone or internet until June. My experience:
* I found that different people at plusnet said different things and set different expectations.
* Nobody at plusnet took ownership to see the case through from start to finish.
* No-one set the expectation that it could take that long.
* BTOR did 4 (FOUR) surveys before getting it sorted. The landlord even had to dig a trench for them to lay new ducting.
* BTOR seem to have a system that seems to have delay and inefficiency bult in. Example 1 - an engineer turned up post survey and didn't have any cable with him - so had to order it - 2 weeks delay, example 2 - a "multi-skilled engineer" turned up to do work that had already been done but then couldn't do the next job on the list because he wasn't allowed. Nobody seems able to push, escalate or regulate them and the engineers have no flexiblity to take a case and take it as far as possible.
* Plusnet would not discuss the costs I was incurring to get internet elsewhere until the line was connected then tried to offer 1 then 2 then 3 months free broadband as compensation. They then offered £150 which really didn't touch the sides (i had to pay to travel, use internet and was losing money due to the time involved). I took this to the CISAS who said it was all within plusnet's t's and c's and only recommended plusnet pay the £150 so guess what - plusnet arnt even paying that now.
So rest assured as soon as my contract is up I will be moving. One bizarre term I discovered - I, as the end customer, am responsible for having the line in place, yet i have no contact or escalation path with BTOR .... so I can' neither control nor raise issues with BTOR.
As someone on this thread already mentioned - ofcom needs to address this part of the system and ensure that end customers are dealt with properly and that both ISPs and BTOR are held to account.
So good luck with getting the line sorted ...

The annoying thing, to a new BT Shareholder, is the inefficiency within OpenReach which so annoys the end customer is costing the shareholders dearly in terms of increased operating expenses. I must remember to raise it with the Chairman at the next BT AGM.
Perhaps its senior executives are not worth their bloated remuneration packages.

Thanks @thehands for sharing your experience which all too tragically seems to mirror my brothers. As you say the lack of clarity is always the worst. One minute all the works done then next its not and back and forth. It's a disgrace that any company can operate this way but when you have a monopoly who can pretty much do as you please with a regulator that seems uninterested in dealing with the real issues that affect customers.
@AlaricAdair I totally agree. If BT couldn't guarantee their revenue streams through their monopoly they'd be in serious trouble because the clearly have inbuilt inefficiency at their core.

Finally some good news. BT landed out today, was supposed to Monday, and my brother's wife just arrived back home from picking up their child from school as they were about to leave. They connected up the phone line however said that he wasn't there to do internet. He said it must need connected up outside first as there was no internet coming through. He also put in a normal phone socket instead of the double socket so it means he will have to use filters. Seems a bit of an odd decision but I guess if they were taking nothing to do with the internet perhaps that's the way it happens and he'll get a proper socket when they come to do the internet.
So what happens now? When will he get internet? Does that have to be ordered yet?
