With regard to POPing your mail with OE and still wanting to access/read it in Webmail - do the following -
Open OE in the Main Window - Click on <Tools<Accounts<Mail then Select the account in question, then click on Properties in the RH box. Click on the Advanced Tab, in the bottom part of the box - Delivery - tick 'Leave a copy of messages on server' Click Apply/OK.

PN customers including myself have had similar issues in the not too distant past. It has nothing to do with the browser version, various people were running IE6/IE7/Firefox etc. It was a problem at PN's end. People were only able to stay logged in for a short time, sometimes seconds.
In this particular case, if the time staying logged in is exactly 10 mins. I wonder if this has anything to do with your end not finding a login still present when the INBOX refreshes.
