That's often struck me in the past when people have cancelled the DD. Suspending the service when a payment fails may be totally automatic and knowing the way these things work it is highly likely that nothing can be done in advance to prevent the action. All that can be done is to re-instate the service after it has been suspended and that will require making contact with PN and manual intervention.

Yes, but it's totally understandable. The exact equivalent of throwing your toys out of the pram. It says: something I don't like is happening to me, over which I have no control. .... Here is something I have got control over, so I'm going to do it!  Result: no toys!  total dependence on someone else to put toys back in pram!
