Why is it not possible to put PlusNet Assist on Windows 7. This has been going on for at least a year?

it is - I installed it on Win 7 64 bit when it first came out
Or are you asking about Windows 8

More important question: why would anyone want to use Plusnet Assist. There is absolutely nothing it does which can't be done directly and in some cases it will undo specific changes people have made.
Uninstall Plusnet Assist and tell us what problem you are trying to solve and we'll advise you how to do it.
