Rural broadband charges

As we know Broadband users in urban areas pay less than those in rural areas.
I just read in Computeractive that Ofcom are forcing BT to cut their prices to rural areas by 12% below inflation by mid August this year
I believe that Plusnet is actually owned by BT or at least the exchanges are
Can we expect Plusnet prices to rural areas to also drop as a result?
