Quote 1) Line test from Master socket to Exchange, okay but he was not happy with line-noise. Did the Speed Test with his Gadget. Result Bismal. Also, he had attached 20dB attenuator between master socket and his speed gadget (effectively increasing the line length) - NO Sync. He also established through his gadget that the physical length of line from exchange to my master socket is about 4.6 Km.
Not the longest of lines but long enough, this may account for some of the issues with sync speeds you are having and unfortunately may be something you'd have to live with but rest assured we'll keep pushing for improvements as much as we can for you.
Quote 2) Changed the BT face Plate with current Openreach Face plate and removed Ring Wires and then carried out Speed Test. Result much better speeds and slight drop in Line-noise. Speeds constant at 3.5M/0.36M (down/up).

Quote 3) Checked speeds at the router connected to BT installed extension, with his speed gadget. Result no loss in speed as compared with one achieved at master socket. His comment - Very Good Quality of Cabling. My response was: it ought to be as it was installed by BT at a hefty price.
So to clarify, are you saying the speeds were slower in the master socket?

We can't state why I'm afraid, this may happen from time to time and is nothing to worry about unless you lose synch repeatedly or for prolonged periods of time.
Quote 5) Just done a speed check using speedtest.net. No improvement in speed.
Hang on, you said in your 2nd point that speeds had improved though, were you connected to the engineers test socket at this point?

Thank you for your help. Now (as of yesterday evening) that the tech guys have now carried out an SNR reset on my line which has reset the sync speed and also they have removed the banding and speed limitations which had been put in place on my line, the speeds have improved considerably. I shall monitor my line over the next 72 hours.
The my broadband speed tests for today (22/03/2011) look very good and they are:
Today 22:47 2440 kbps (305kB/s) 382 kbps (47.8kB/s)
Today 12:53 2437 kbps (305kB/s) 340 kbps (42.5kB/s)
So, Adam, thank you and rest of the Tech Team. I have my fingers crossed for the situation to remain stable. I sincerely believe the issue appears now to be sorted. Next few days will be crucial.
Well done and, I must say, it has been a fantastic service regardless of what other users say.

Thanks, but did I speak too soon? My upload speeds have started to drop AGAIN.

Thanks for your prompt response. I was only using the squirrelmail and going through the forum. I haven't done uploading. But as I was asked by CSC to keep an eye on the speeds, I had done both bt speed tests and the my broadband speed tests. I am copying both results below, if it helps:

From the above you will notice that though the download speeds have not dropped very significantly but the upload speeds have dropped quit a bit. Also the IP profile has dropped. I hope this helps to diagnose the problem.

Incidentally, when the router is connected to the test socket: 1) Will I be able to use my phone?, 2) how long do I need to leave the router in the test socket? and 3) I assume that the router will have to connect thru filter to the test socket, am I correct?

Yes, I saw the ticket. In answer to your questions...
1) Yes, if you plug a filter into the test socket there are two inputs in the filter, one for the phone and one for ADSL
2) As long as possible, but at least for a couple of days so we can see how the line performs.
3) Yes, you will need to plug a filter into the test socket.
