You're over the allowance and have declined to pay for the extra usage - effectively you are outside of your contract. Most ISPs would have cut you off until the next payment date but Plusnet allow you to keep a connection at very limited speeds to allow essential activity such as email and say on-line banking.

It sounds like a nice idea, but I suspect that technically it would be a nightmare to implement.. Can someone tell me what happens with other ISPs when you go over your limit? (I genuinely don't know).
