Well it could be argued that he's not really a friend but yes why would you not recommend Plusnet, the fact that your friend shares the same ISP done not obligate you to remain in contact. Then add to that the discount you'd get so why the heck not.

Even though i have just moved to BT,(very happy)yes i would recommend PN,i was happy with them,i just got a cheaper deal that,s all.
