Yes. Both are custom written. Sorry I thought I'd made that clear but reading the op again I can see where the confusion could arise. Most here know I've been working on this for a while hence I didn't think about clarifying that as clearly as I should have.
Anyway iis working now! I had given up but tried a 14 day trial of simple DNS and noticed that android did take notice of DNS replies so armed with that new found knowledge I realised it can be done, I just needed to dig further.

Writting your own DHCP Server and your own DNS Server, with its own GUI, someone has way to much free time on their hands

What about BIND? It is practically ubiquitous and with nearly 30 years of history rather well developed!

Last time i looked into bind was 2010. Now that you've mentioned it I may have looked at a windows option but for whatever reason decided it wasn't right for me (to be honest, i really can't remember).
Anyway experience has taught me that I am easily frustrated with pre-existing solutions as I can never quite find the right features that I need - thats why i've also been working on a mail server which will accept mail and transfer it via http to my webmail or any other script that i need it to work with.
Also I doubt bind would work dynamically from a usb drive which is functionality that I need for my WAMP setup. With my own solution I can create a server that is designed to run portably instead of being installed. As long as it works reliably for me i'm happy with it.
