I have been on holiday for 2 weeks and since my return im having VPN issues.
The VPN does not connect to certain home IP addresses. If I turn off the router for 65 mins the IP address changes and the VPN connects again. I have an example of a good and bad IP address for PM. They both start 87.115.XX.XXX only the last 3 digits differ between working and not working.
This issue is on all VPN protocols. When not working if I setup a mobile hotspot it works. IPVanish were also able to use my VPN fully when not working via plusnet connection.
Ive tried firewall off - no effect.
Any help would be fantastic.

It sounds like your VPN provider have blocked some of the IP addresses that you are being assigned. You would probably be best talking to them about that I would have thought.
If you search around these forums you'll see some similar instances of where a VPN provider (or a webhost) are rejecting an IP address based on their out of date info for the location of the IP address. I don't think that would be the case here if both the good and bad addresses are both in the same range.
One way around it may be to get yourself a static IP address (one off £5 charge from Plusnet), but if the VPN provider is legitimately blocking those IP addresses based on something you are doing (or perceive you are doing), then your static IP address would likely get blocked as well.

@Anth_ were the IP's in question checked as to whether they were on any blocklists ?

Well that IP is currenly on 2 blacklists https://dnschecker.org/ip-blacklist-checker.php?query=87.115.59.172
Although both are primarily associated with spam email, IPVanish may still be using them in some form.

@Anth_, you say the VPN does not connect to certain home IP addresses - is this an incoming VPN? Or do you mean certain devices can't connect via the VPN?
What device is running the VPN - is it running on the router or individual devices?
Something that is always worth checking when a VPN has problems is the MTU - a VPN adds some overhead to the packet size, so you may need to set a lower MTU for your devices so that the total packet size isn't greater than that allowed by any hop on the path to the destination.
