how do I view an apch encoded video on a PC with Windows 10?

I have download a video file but when I go to play it a message appears saying it is 'apch encrypted', apparently this is an Apple creation.
I downloaded iCloud for Windows from the Microsoft Store and created an Apple ID but when I ran iCloud and entered my ID and password and the verified code it came back I need to set up on a Apple or IOS device!!!
"Your Apple ID must be used to set iCloud on a Mac or iOS device before you can use iCloud for Windows."
That isn't stated on the articles I read and I'm not aware thats mentioned on Microsoft Store page.
All I want to do is watch the video.
In simple terms does anyone know I get to play this type of file in Windows?
I have Adobe Premiere Elements 2020 Editor
Movie Player
Photos
Power Media Player for Dell
Any help appreciated. The file size is 11.6Gb.

Try converting it to another file type....

Suggest .mp4 via "Customised MP4 movie" (filmstrip icon )
Use GOM Player, or SMPlayer.

Thank you for the information.
Have downloaded VCL Player for now, it plays the video but is a bit sticky.
Will look at converting the file to a format that is more transportable.
Fix moved to post describing the solution.

Have downloaded Any Video Converter have made the video a more common MP4, works fine. Phew. Thank you.
Took over 3 hours to download the original 10gB video.

Out of interest, was this a commercially available video, (ie something that you paid for), or something personal that a friend sent to you?
I'm just wondering why a paid for video, (if it is), is distributed in such a format?

I paid the British Film Institute to digitise some 35mm film footage they had of an ancestor filmed 100 years ago.
They put it on a temporary webpage to view and download, I downloaded it played it and there was just black...but audio of the silent movie played perfectly. 😁
