Odd!

That address is most definitely Plusnet's IP address and all of the Geolocation data providers report it to be in the UK.  Is there a VPN service involved here?

I do run a VPN which has resulted in some sites blocking my access, and I've normally managed with an exception for those sites.    In this case that didn't work and neither did disabling the VPN.

Clicking the OP's link takes me straight to the site.

I would suspect VPN interference or Royal Mail has the IP address marked for some reason.

You could try calling them and ask them to investigate...

Well, whatever the problem was it is now working again (with an exception in the VPN configuration).

For information the exceptions I added were:

147.77.149.0/24  WAN
77.95.81.0./24     WAN
