The challenge there is that invariably where USO cannot be delivered, 4G is also next to non-existent.  Perverse for such locations that 3G which travels much further has been switched off.

Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

That does unfortunately often tend to be true. We do have EE coverage in most of our area, but I know someone that can't get that (they are behind a hill) who use a directional antenna to get a Vodafone signal from about 20 miles away. A good directional antenna can often get a usable signal from somewhere, but it can take a bit of effort and investigation to set up.
