I have full fibre 145, so should be getting speeds in excess of 100Mbps, but today on my laptop I am getting only 0.6 Mbps. There doesn't appear to be any reported issues with plusnet today, so am unsure why this is happening.
I tried speedtest.net on my phone too (website not the app because the app no longer works on my samsung) and am getting around 30-40 Mbps, so faster but still nowhere near the speeds I am paying for.
It does make me wonder if paying for these faster speeds is worth the money because you very rarely get the speeds you're paying for. I was getting faster speeds before I moved to full fibre.

If you are getting something/anything on Full Fibre, that would suggest something is wrong at your end - FTTP either works or it doesn't.
Does your ONT maintain three green lights at all times?
The only thing you can realistically do in this situation is ensure all connections on your kit are in place - if they are, then ring Customer Support and ask them to investigate.

Are you testing via WiFi or wired - the latter is always best and is what is used by support staff to check. WiFi speeds can be affected by local issues.
With FF145 you should be getting around 140 down on wired. WiFi speeds will always be slower due to various factors.

I'm currently testing over wifi because my laptop has no ethernet port. But as I said above, my phone, which is right next to my laptop is getting speeds around 40Mbps over wifi.
It is a little baffling. I have an old laptop that does have an ethernet port, so I tried a speedtest on that with it wired into the router router. I've done a number of tests a few minutes apart now, and using 3 different speed test providers, and the speeds reported range from 87 to 96 Mbps, so still not the speeds I am paying for.

I have an old laptop that does have an ethernet port, so I tried a speedtest on that with it wired into the router router.
Does the laptop have a gigabit capable port ? or is it just a 10/100 port ? and is the cable cat5e or better ?
Superusers are not staff, but they do have a direct line of communication into the business in order to raise issues, concerns and feedback from the community.

From what you've said so far it's entirely possible you are getting the speeds expected (c140 down) but that it's your equipment that's not up to scratch (so to speak).
Any chance of borrowing a modern laptop with an ethernet connection to so a wired speed test?

Slightly OT, I'm on that package (for which the provisioned speed is not actually 145Mbps) and I rarely get below 150 Mbps download speed.

I was just making the point that to expect only 140Mbps on 'FF145' was a bit unambitious*, for want of a better word.

There’s a great deal more than just the link speed to consider when running speed tests. Can you be certain that during these speed tests, no other devices were performing background updates / cloud storage syncs?
Not all speed test sites are equal. Different devices will perform differently. Where WiFi is concerned you need to consider the capability of each device: which band can it use 2.4 or 5GHz, what channel width will it support … to name but two considerations … before exploring how many other networks there are in your location.
You are though not wrong, the majority of people purchase more bandwidth than they really need, or are ever likely to utilise. It’s the modern need to have as much as anything that’s available … usually far in excess of that which can be consumed. As hinted at by others, it’s unlikely with FTTP that the capacity is not being delivered, however the limited ability of your devices to consume what’s available is most likely what you are seeing.
For a proper test, you need a device having a 1Gbps Ethernet port, with Cat5e Ethernet cables and enough guts to shift big data quickly.
There is though a slim possibility that the back haul is over stretched … but that has nothing to do with the link running at the paid for speed.
