That means Caller Display is active on your line whether you realise it or not.

As per the reply by itsme, it seems that the Message Indicator Service mentioned in Panasonic DECT manuals isn't officially support by TT but has worked in some cases:

Nonetheless, the required service is not common in the UK and I can't see any reference to BT supporting this. Is there a reason why you don't use the built in answering machine instead of 1571?

As far as I'm aware, all phones that display a flashing light for 'message waiting' do so by periodically checking for interrupted dial tone.
I'll assume for the moment that even without the light, you are getting interrupted dial tone if you have a message waiting.
'Normal' dial tone comprises a mixture of two tones.
Now - this is a long shot, and I may be mis-remembering, but I've a feeling that there may be two types of 'interrupted' dial tone.
(1) Alternate short periods of dial tone and silence.
(2) Alternate short periods of dial tone and one of the component tones of normal dial tone.
Can you check which one you have?

I recorded the tone and attached the file but it seems that an mp3 file can't be attached/saved.
Does any Plusnet customer see the the message waiting symbol on their phone screens. If not, then we are all wasting our time on this. I thought it would be a compatibility problem with my phones and if I bought a different phone type all would be resolved. That does not seem to be the case.

A game of ping pong?
As no Plusnet customer replied to say they receive this message indication symbol, I think this is not available with Plusnet. The phone worked as it should with Talk Talk and does not with Plusnet. Therefore it is the Plusnet system that does not send the compatible signal. Nothing to do with the Panasonic phone.
I thank you for your time in trying to resolve this but I'm now giving up. I feel there is no point in pursuing it any further.
