A call charge to number 123

I've been charged for a call to the number 123 at 09:53  on the 24th December. I certainly didn't make that call.  I know it's only 50p but I'd like to find out how I came to be charged.

From what I've read, it's a call to the speaking clock.

@phil_1944 It is a call to the speaking clock, most probably made by an Opereach (or their subcontractors) engineer looking for spare lines. They should not use this - there is another number they should ring - but many of them are too lazy to use it, 123 is much easier to ring than the official 11 digit number.

When a PN Help Team member sees this, you should get the charge refunded.
