Billing issue

My bill was started on 10-Sep but my broadband was activated on 21-Sep. Will it pro-rata to charge me in next bill or refund to me?

Your monthly billing period starts from the day that the service was activated, that is, 21st September. If you had an email confirming (note confirming, not an estimated date)  that the service would be activated on the 10th September then you may get automatic compensation for the delay.

If I cannot get my compensation automatically, how can I do? (Because the hotline is always busy)
