How do i request a cease of service

I've been trying to ring plusnet for a week. Waiting time is always 20-30 minutes, when I finally got through there was nobody there. Phone calls are now not being connected at all.
I made a twitter account to message you - no reply after 4 hours. I've left the property now so I'm paying for a service I can't use.

Opening Times: 
08:00 - 20:00 Monday to Friday 
09:00 - 19:00 Saturday 
09:00 - 18:00 Sundays

I am already aware of the phone number and opening times. Is there a time when someone will actually answer the phone and speak to me?
It is completely unacceptable that the only way I can terminate my account is by phone.
How do I make a complaint please?

I believe that in both cases (cease and complaint) you can write to them.
