New Product Advertising - speed restrictions notable by their absence

All this talk of speeds etc...I have noticed plenty of companies saying 'speeds up to 20bps' etc...
But does anyone in the uk actually enjoy these sort of speeds on basic broadband?..I heard that even 8 is unrealistic.
