Thank you for your help. I left the computer for a while, and coming back to it, all still seems well, strangely (it is late now, not sure if this affects things). What I have noticed is the RX CRC errors have stopped at 36968, at least for the last 20 minutes. These are the current stats:

pcl-ag02. I've tried dropping the ppp session and obtaining a new ip address when it got slow, but this does not fix the slow connection. Rebooting the router does, at least temporarily.
The download degradation doesn't seem to last just a few seconds - it slows and slows until I can't load a page. This did not happen a week ago.
Will check again in the morning, and will keep router on as long as possible (ony rebooting if I need to communicate and can't due to speed).

I don't suppose the increased error rate coincides with phone use, can you hear any crackling on the line when using the phone? Or do you have a Sky box connected to the phone line (filtered) for interactive use, or even not connected to the line? If so try switching it off. If you have a cordless phone try unplugging it and switch it off (base station as well).
My first thoughts were, have you got another filter and modem/router you can try?
I'd recommend that every time you want to swap any thing around or re-boot, log in to the modem/router interface and Disconnect the session first, then power down the modem/router before unplugging it or the filter from the line. If you are just re-booting leave it off for a few minutes before powering up again. Don't re-boot/resync more than about 5 times in an hour and then leave it for the rest of the day, this should help to stop the DLM thinking you have an unstable connection.
What I'd suggest is next time you feel you must re-boot, swap the filter first (using the method outlined) and see if that makes any difference.
If it continues, try another modem/router. If it still continues plug in at the Test socket.
I have to say that my gut feeling is that it is likely to be the modem/router, but only substitution will prove that one way or another. If you haven't got another, try and borrow one (not locked to another network of course)

This morning the RX CRC errors are down to 2990 - I can't figure why as thats lower than last night, and it doesn't look like the connection has been reset as the uptime shows as over 14 hours. I thought this was a running counter? Unless its gone all the to the limit and back to zero?!
Download speeds are ok at the moment.
I tried using the phone, but that has no effect - i.e. either the RX CRC errors increase as they were or stay stationary.

Try the Thinkbroadband speedtester, or the BT Beta one, or Speedtest.net (use a London server). The BT Diagnostic has been a bit iffy lately.
Can't comment more until this evening.

I'm not sure why its suddenly gone down to such a low number when things seem to have been stablising. Its terribly slow.

The status of the connection has stayed the same now for the last 20 hours - i.e. about 3mb download, and the bt ip profile is fixed at 4.01 Mbps.
There are only 51 RX CRC errs during this time and the router has not rebooted.
Obviously this is consdierably slower than we have had before this all took off (6-8mb then), so my question is, when will things revert?
Will the BT profile gradually move back up?
According to the PlusNet profile, we are getting 7.1 mb! Which is what we were getting 2 weeks ago.

Don't see any major issues with CRC errors. As soon as the SNR Margin is greater than 6.5-7dB do a re-boot.

When you say greater than 6.5-7dB, it is already at 8dB - should I reboot the router now?
Will this force the local echange BT IP Profile to re calculate?

The last few times I've tried the BT Speedchecker it says my download is only 0.02mb/s so I've relied on the other standard internet speed checkers (which show around 1-2mb).
