Where have we heard that before? I know, for the past ten years or so. It really is a disgrace for an ISP to have such a poor web site.

I'd not at all be surprised if the reason was that the front facing PN servers are stuck using the same ageing mysql servers as ccgi.
This would explain the 3P and the unwillingness to update, after all a limping website is better than a dead one.
(Dropping the bloated hog that is apache would also help, but that's a whole different can o' worms)

Well we do have some internal slowdowns at the moment and it's not beyond the realms of possibility that that could be affecting the portals as well. I'm sorry if you don't think it's acceptable for it to run slowly, I don't necessarily agree that that makes it 'such a poor web site' or 'a disgrace' though. If you've any suggestions for improvements to the site itself we'd be happy to take them on board and look at incorporating them.

As has been pointed out many times the delays is virtually all waiting for a response from the server
To my mind - as someone who knows very little (and we know how dangerous that is) - that points to the server being either overloaded or the time to extract the data from the back end systems being too long.
My favourite is the fact that the back end systems will (should be) be securely fire-walled from the customer facing server and the major part of the delay is those two parts talking to each other and getting a response

In the 10 plus years I've been a user I've never known the portal be anything like as responsive as it should be - that's at any time 365X24.
You just get used to it and regard any promises to speed it up with the scepticism they deserve.
