Router flashing orange

Our router is flashing orange and has been doing so for a few days. It is connected to the master socket. Does this mean the issue is outside the house? Our landline phone works fine.
Are you able to test where the issue lies?
If the issue is outside the house can l raise this with BT as a broadband issue even though it is plusnet broadband?

@johnldunn Check all your cables are plugged in correctly. If they are, you will need to contact Plusnet - 0330 123 9123 - as OpenReach do not talk to end-users, only ISPs.
